Comments for “Downtown Boise Implementation Plan - Areas of Concern”
-
11th and State has been a particular concern for pedestrians with the YMCA parking located across the street and Boise High School nearby. 10th & State is also a key crossing point.

Proposed site for existing bus shelter to be relocated

Lighting of intersections is inconsistent along Idaho Street. This results in some ped crossings are dark, while others are well-lit. It would help the driver and the peds to have consistent visibility.
-
Westbound traffic on Bannock backs up sometimes due to vehicles trying to turn left onto 9th. It would be nice if we could avoid this situation when converting other streets to two-way operation.
-
An east-west bikeway crossing of Broadway/Ave B between downtown and the East End would be nice. Maybe this comes from converting Jefferson to two ways and adding bike lanes or sharrows. Maybe it's a ped signal at Bannock. Maybe it's some sort of bike facility on Main and Idaho extending west from Warm Springs.

Construct a Bike Boulevard on Bannock connecting the Bannock Street bike lanes/shared lane markings with the West Downtown neighborhood, Fairview Park, Whittier Elementary, 30th Street, etc. This should include some sort of enhanced crossing, such as RRFB at 15th and 16th.
-
Start the right side bike lane on 16th no later than the Main/Fairview intersection, so that bikes wishing to continue outbound on Americana have from here to Shoreline to begin crossing over from the left side bike lane to the right side bike lane.
-
Realign Grove Street at 9th so that it lines up with the Center on Grove walkway.
-
Move the parking on the CCDC section of 8th Street (between Main and Bannock) to the west side of the street. That way, there's less of a conflict with the contra-flow bike lane, and cars don't have to cross the double solid yellow to use the parking.
-
I'd LOVE to pull the street parking off the east side of 15th Street between Bannock and Fort and give the extra space to a full size bike lane, as well as the remaining street parking on the west side of 15th. This bike lane is WAY too narrow considering the amount of traffic it sees.

This seems like it might be a potentially good location for a bike signal for bike heading northbound from the Pioneer pathway to 11th Street. That way they could make the diagonal crossing in one phase rather than two. Not sure if ITD would go for it, though.
-
9th & River experiences recurring conflicts between northbound bikes (generally on the sidewalk) and eastbound cars turning right from River to 9th.
-
ACHD added bike lane/sharrows on River between Capitol and the Pioneer Pathway this summer.
-
Jefferson to become 2-way from 8th to 10th.
-
8th street to become 2-way between Jefferson and Bannock.
-
ITD project to replace Broadway Bridge to include widening of Broadway Ave. to 6 lanes (3 lanes each direction) from University to Myrtle. Ready for Construction Mid to late 2014. Diverted traffic may increase on Capitol, 9th and Americana Blvd. during construction.
-
Third Street should be part of the pedestrian and bikeways plans, as it provides the most direct link between the Foothills, the Greenbelt, and BSU. It connects the Military Reserve with its Foothills trails to the Greenbelt and the BSU Footbridge in Julia Davis Park.
-
Blueprint Boise policy DT-C 1.7 for Transit Mall, Idaho between Capitol and 9th recommends that once the multimodal center is istablished, that restoration of on-street parking is desired. There might be an opportunity to provide bike facilities there as well.
