    With this project needs to be some consideration for signage for folks who are traveling west on the non-motorized path. I live in the neighborhood and frequently see users go into my neighborhood instead of making the turn to go up on the Peger Road bridge. Please add some signage to let users know they need to make a hairpin turn at the fence/onto the bridge to continue using the path.

    The signage at this intersection is dangerous. As you're turning left at the light on Airport, the sign has an arrow pointing UP Barnette street, as if to say that you can turn onto Barnette from here. If someone did that, they turn directly into oncoming traffic because Barnette is a one-way....

    Do something about keeping the gravel off of the existing bike/walk paths! Please!!!
    By the end of last summer there was gravel all over the Farmers Loop path. You could see tracks on the path where the 4-wheelers were using the path even though that’s not what it’s meant for.
    I don’t support any new projects until existing problems are fixed.

    I would like to echo the other comment about moving up the timeline for pedestrian improvements to Philips Field Road. This is simply a dangerous road for pedestrians, especially in winter, but is unavoidable for anyone north of the Chena needing to get to downtown, due to the dominance of the ARR and Expressway to the north. I have picked up foreign tourists on Philips Field in the winter out of real concern for their safety. They were just trying to walk from the Best Wester or HooDoo to downtown. Adding a safe, maintained pedestrian pathway on this section of road would add greatly to our community being a safe and welcoming place for pedestrians and visitors.

    I don't understand why a sidewalk would be constructed on this low-traffic section of North Tanana Drive when the connecting section of North Tanana Drive to the commuter path to Farmers Loop, does not have a sidewalk. North Tanana Drive from Tanana Loop, continuing on to Yukon Drive via Kuskokwim Way (the natural impediment-free path from Farmer's Loop to the core residential area of campus) does not have a sidewalk either. The recent paving of North Tanana Drive seems sufficient, there is light traffic on this road with good visibility and modest shoulder, and it also parallels existing walking paths in the forest on both sides.

    This section of Tanana Loop has been in very poor condition now for years. Reconstruction of this road should be prioritized and done in a short range timeline. It is an embarrassing welcome to those visiting UAF via the Farmers Loop Road entrance.

    Regarding SR-27, College Road Safety & Access Improvements, I believe this is one of the most pressing safety issues in the Fairbanks area. College Road lacks the necessary shoulder for pedestrian safety. Motorists recognize this and often occupy two lanes to avoid passing too close to pedestrians. Cars are able to pass at 35-40 mph next to pedestrians. Try walking or biking on any section of College Road with small children. It feels unsafe because it is.

    College Road is a major corridor but I am not sure that traffic volume necessitates that it have four lanes. Turning traffic on College Road is confused, with no dedicated left turn lanes and inconsistency between intersections on how turning traffic is prioritized. I recommend studying the feasibility of a reduction to two lanes with widened shoulders and a consistent center lane available for turning traffic along the entire corridor. A dedicated right turn lane westbound at the Farmer's Market, similar to that at the Fairgrounds would help ensure smooth flow of traffic on summer weekends (two lanes are already typically backed up because of this.

    Regarding pedestrian crossings, a pedestrian crossing, and probably a full stoplight (pedestrian controlled or timed) is warranted at the exit of RJ Loop at the Woodway and Artisan's Courtyard. This is a commonly used crossing point for pedestrians and a natural break point for the purposes of slowing traffic. Reduce the speed limit in this section to 35 to allow for this. Additionally, traffic slowing measures in the area of the Chevron station are badly needed. Westbound traffic coming around the curve near the Pita Place/ Pad Thai is much too fast as it enters an area with busy turning traffic and pedestrian activity. It is also in this area that a crosswalk should be considered. Families at Fun Time Park and Hotlicks who wish to cross to Beaver Sports or Bun on the Run in the summer time can either choose to jaywalk against 35 mph traffic (often faster) or walk a considerable distance to the major intersection at University/Farmer's Loop and College Rd. I have emailed my elected representatives about this issue for several years. The entire area from College Corner to Jarvis Ave near Pita Place is full of pedestrians even in winter, yet is very unfriendly and unsafe for them. Making access to these local businesses easier and more walkable would be a benefit to that community. College Road in this section should be considered less as a major artery and more as a neighborhood street that hosts thriving local businesses - they are already there.

    Overall, any improvements and changes should embrace College Road should from a significant East-West corridor moving traffic across Fairbanks to a neighborhood and local access road. It has for years been faster to travel from College/University to College/Johansen by taking the Johansen and not College Road directly. Wise changes to the width, lane configuration, turning lanes, crosswalks, and additional stoplights would help improve the safety of this frequented corridor and expand its usefulness as a vibrant area hosting many local businesses and interesting destinations. Make College Road a pedestrian-first area.

    Consider putting a traffic light at the intersection of Holmes/Peede/Badger. Turning or crossing the intersection during peak periods can be dangerous and can result in longer waits to enter the intersection.

    Consider eliminating left turns at this intersection. It gets extremely congested during school drop off and pickup. Also consider safer options for pedestrians, such as a pedestrian bridge instead of the current cross walk.

    I think the left turn from Peger onto 30th should be blocked off. During peak periods, too much turning traffic can cause congestion. I also think that something should be done about the rapid merge from 2 lanes to one. This area can get very unsafe during the winter.

    I agree that change needs to happen to the Peger/Van Horn intersection. I think that a traffic light or roundabout would be more effective than a 3way stop because this intersection becomes very confusing and frustrating during times of congestion.

    Project LR-11 Phillips Field Road: Peger Road–Illinois Street should be moved up into the short or medium range category due to consistent safety concerns. People walk and bike this curvy, unlit, and often icy road year-round with no shoulder, sidewalk, or separated path. Accidents are common. This should be a higher priority in the plan. Thank you.
