It's often difficult to turn off Mark St in either direction (but mostly left) due to two things: visibility (unclipped shrubs and parked cars) and increased Rose Hill traffic. Would love it if any solution includes timing the traffic lights so that there are synchronized gaps in both directions, if at all possible.

It is very difficult to pullout onto Rose Hill from Peasley due to the curvature in the road and to cars parked along the north side of Rose Hill that block your vision. The speed is a problem there also, especially with cars coming from Vista that are often going well over the speed limit.

A truck with a trailer is parked daily on Rose Hill close to Peasley St. blocking the view of on-coming traffic for anyone, motorist or cyclist, trying to make a right or left turn onto Rose Hill. The vehicle is usually parked legally, so increasing the No Parking area would probably help.
Also, traffic often does not stop for the pedestrian light at Peasley and Rose Hill. A red crossing light is needed, rather than the yellow.Liked 4 times

This part of Rose Hill has the appearance of a "passing" zone which can create high speed passing situations in this residential area.

Along with this from Latah to Owyhee there is no left turn lane. So when people turn left people try and pass on the right side.

In general, vehicles are driving at higher than posted speeds along this section and Owyhee Street.

This intersection also has blind spots on the corners where vehicles are allowed to park. These corners for at least two houses before approach to intersection need to be no parking to allow for all drivers to appropriately respond to traffic entering Rose Hill and for those entering Rose Hill from Owyhee to see oncoming traffic.
Like Liked 5 timesFar too many people speed though this area (I lived second house from corner) and the stop sign at Owyhee is regularly overlooked. The number of accidents I saw at this intersection while living there was very disturbing and the traffic rarely ever stopped for pedestrians, scary considering the number of schools close by.
Like Liked 3 timesI agree with the blind spots for pulling out of Owyhee turning onto Rose Hill. Drivers have to pull really far into the crosswalk paint in order to see if it is clear/safe to proceed.
Like Liked 1 timeCars need to slow down driving between Latah & Owyhee. I live on Rose Hill and it's sometimes nearly impossible to reverse onto Rose Hill and always quite scary. A roundabout would tremendously reduce the amount of speedsters zooming through there. Not having sidewalks on Owyhee make it extremely dangerous for walking yourself, a baby or a dog!
Like Liked 2 timesI hate to say it, but since speed IS most definitely an issue we need more regular enforcement. It doesn't matter what the posted speed limit is or changes to if it's not being followed. Sadly drivers in a hurry don't care and are not held accountable

The new sidewalk sticks out really far on this curve which almost creates a hazard when driving.

I agree with this assessment. Also, the large dip in the road heading east right after this needs to have an approach built up to it.
Like Liked 2 timesIf a roundabout could be designed to allow southbound Owyhee traffic to turn left on Peasley, that would be a vast improvement. In the opposite direction, it is difficult to turn right from Peasley onto Rosehill, then turn left onto Owyhee.
Like Liked 3 timesNo roundabouts. Feels like a planted comment :) 30 years of living in this neighborhood and not once has driving, walking or biking (and yeah, we've done all three regularly for all these years) been an issue...until ACHD started putting 'biking' first making roads less safe and user friendly for everyone. Are pro bicyclists as wide and dumb as you seem to think they are that they need their own car size lane to get from point A to point B? I sure hope not.
Like Liked 5 timesI agree the dip in the road needs smoothed out and I agree the sidewalk does stick out a bit too far.

It is very hard to cross the street here, even with the new signal.

Agreed. The signal is very difficult for drivers to see in the daylight. A more visible color needs to be used to make it easier for us drivers to see the flashing lights.
Like Liked 2 timesI wonder if the crosswalk on Rose Hill should be on the other side of Peasley St to be out of the Rose Hill curve bend in the road, blind spot.

When trying to pull out from Peasley on to Rose Hill, it is VERY hard to traffic coming from the east. And to really be able to see, you have to almost get out into the intersection.

Cars do not reliably stop. I walk my dog up here often and sometimes have to cycle the light multiple times before cars stop and it is safe to cross.
Like Liked 2 timesI agree, this intersection has a horrible blind corner concerning westbound traffic on Rose Hill and those wanting to turn off of Peasley. This area needs to be no street parking for the two houses before this intersection.
Like Liked 12 timesBushes growing in the fence of the corner house on Peasley block the view of westbound traffic on Rosehill. Cars, trucks, & trailers parked on Rosehill east of the intersection with Peasley also block the view of Rosehill westbound traffic. It is a dangerous intersection.
Like Liked 11 timesWhen turning onto Rose Hill at Peasley, cars coming from the east go too fast and there's a truck with a big trailer parked there. The trailer prevents you from seeing oncoming traffic. Cars come around the curve and you cannot see them.

It's very difficult walking too. Why are you stopping at Roosevelt? A HUGE new apartment building is going in on Franklin and Orchard. I hope you will look at the insane traffic at that intersection, which is only going to get worse, much worse, after the apartments are built.
Like Liked 2 timesAs I use Rose Hill quite a bit I notice that the traffic is constantly trying to push me down the street faster than the 30 MPH speed limit. I am one who does my best to abide by the posted limit.
Like Liked 2 timesYes traffic on Orchard is posted again at 30 MPH and people are driving at speeds from 25 - 45 MPH on this street all of the time. There should be more done to slow the traffic down before the apartment complex is finished.
Like Liked 2 timesI agree with the speeds in this area. I live nearby and I know it's 30MPH and still catch myself having to slowdown because traffic is going 40MPH. I think the traffic circle in 2024 should help.

Turning left from Peasley onto Rosehill is very difficult. There is a slight jog/angle on Rosehill at this location, which creates a bit of a blind spot looking east. Cars parked on Rosehill near that location add to the limited visibility.

Hard agree. The parked cars on Rose Hill (turning left out of Mark Street) and shrubs (turning right) make getting out of this street especially challenging. Plus people sure do like to speed around that corner of Rose Hill.

Also agree. Cars traveling West/East on Rose Hill often veer into middle turn lane due to parked cars on street. High rates of speed, visibility hindered in both directions make exiting Mark Street dangerous at times.
