Comments for “2014 Billings Urban Area Long Range Transportation Plan”

Need traffic cameras at intersections! Too many motorists run red lights or make left turns into occupied crosswalks. Look at how many serious injuries and even deaths we have had in Billings due to pedestrians hit while in crosswalks and with the right of way. Need a cultural shift and that will require cracking down on motorists. We can't have a vibrant downtown with people on the streets visiting businesses if they get hit by cars and downtown seems unsafe to walk in.

10th Ave. is major corridor from hospitals and N. 30th to Pioneer, Harper and Madison coffee shop and to Parkhill and other residences. Need marked intersections (stop signs) and/or traffic calming such as roundabouts at intersections. Particularly N. 31st and 10th where many accidents occur. Many pedestrians in this area (McKinley School nearby) so is unsafe for cars and walkers.

Biking to and from the Heights from downtown is very challenging and dangerous. 6th Avenue, N 4th Avenue N, and Exposition Drive are designed liked highways with very wide lanes, and motorists drive accordingly.
-
Solid bike access from downtown to City College via Lewis and bike trails, but coverage ends at 32nd and no good connection to Shiloh on Broadwater or Central. No sidewalks, shoulder or bike lanes. Need to have better access to homes, college, churches and other corridors.

As a transit rider I would like to see more covered bus stops to use during the wet/winter weather. More bus benches would be nice also.

Regarding Lewis Avenue:
Please create a bike path on Lewis Avenue, from 24th St on to Division Avenue, and then a path on 4th Avenue into the downtown.
Then, in downtown, enforce bike rules, that they be treated as equal to auto rules. Ticket bike riders who live on the left side, ignore traffic lights, ride on sidewalks, etc. This includes police personnel.

I agree with the comment submitted earlier regarding 6th Avenue North. It has more vehicle capacity than is necessary for all but about 15 minutes in the AM and about 15 minutes in the PM. Cycle tracks would improve safety of bicyclists using this throughway. There is also a need for additional safe crossings for pedestrians.

Provide Hwy 3 access to I90 via Western Parkway (35-55 mph) along BN right of way
-
Provide complete roundabout controls at Lockwood Interchange including North Frontage Road / Hwy 87 and Old Hardin Road/US87 intersection
-
Provide an I90 westbound on-ramp from Exposition/Main Street (west of Metra Park)

6th Ave. N. is such a wide street with at least 4 or 5 lanes of traffic. During rush hour all the lanes may be used, but most of the time, there is way more street than is needed for regular traffic. One of the lanes could be more useful if it was converted to a two way cycle track for bicycle traffic and would provide a better use of all of the space on 6th Ave. N. and may switch some peoples transportation options to active transportation with a safer corridor. It should run from N. 27th St. to Main and could link with the trail planned that swings out from Swords Park to the 6th By Pass.

The lack of 4 lanes between Zimmerman and 38th creates an issue for effectively pushing westbound traffic through this intersection, causing traffic to back up to 32nd during the evening rush.

With the roundabout to the west and the signalized intersection to the east, there are few usable gaps available for this subdivision to turn east across traffic. A signal or a roundabout would be beneficial here.
