    With people and bikes replacing the vehicle lanes, the entire width of the existing sidewalk could be outdoor seating for restaurants, which would make the street even better.

    This is one of the most terrifying sidewalks in all of State College. Narrow and near fast traffic. Road diet to 3 lanes (prepandemic 16k cars/day; 3 lanes can handle 20k) would allow for protected bike lanes AND widened sidewalk.

    Eliminate parking minimums! We're currently building a NEW surface parking lot at the heart of downtown because of insane parking minimums! They also encourage driving downtown which is bad for people walking, rolling, biking, and riding transit.

    We should tell PennDOT to do a road diet to 3 lanes here (13k cars/day pre-pandemic; 3 lanes can handle 20k), rather than widening the 4 lanes and removing trees.

    Fence obstructing pedestrians along College Ave is wasting our most valuable asset—the connection of downtown and campus. We wouldn't think of installing fences obstructing pedestrians along Beaver Ave of Allen St; why have we built them here. Likely, they increase mid-block crossings because people who parallel park on the campus side of College Ave are forced to cross immediately.

    There's no reason to allow new driveways onto Beaver, College, Allen, Pugh, Garner, etc. downtown as was allowed for the Pugh Center.

    We should mandate in zoning that sidewalks on new buildings are at the same level. This redevelopment project added new sidewalk width, but it's a few feet higher than the existing sidewalk, so it doesn't allow more people to walk. A much more successful example is Pugh Center, where the sidewalk is wide and all at the same height, so it's more flexible for movement, retail, seating, etc.

    University does not need 2 vehicle lanes in either direction. There were 14k cars/day pre-pandemic, which can easily be handled by 2 lanes + left turn lanes (can accommodate 20k cars/day)

    We should use parallel parking spaces in neighborhoods and downtown to park bike share bikes, especially near intersections where they can double as intersection daylighting.

    We also should expand bike share parking locations further into neighborhoods, to grocery stores on N and S Atherton, and to neighboring municipalities.

    With the replacement of Hammond, we have the opportunity to create a new interface between downtown and campus. We should aim for buildings which front College Ave like any urban building should. This means lowering the sidewalk to street level, putting the sidewalk right next to the street (like all other sidewalks downtown), removing the bushes and fences obstructing pedestrians, and making sure our zoning allows for urban, walkable development on campus.

    Joke. Sorry to say. Right. Sidewalk here is safe from cars and o.k. the way it is. Do not lower the sidewalk as not all block cutters get a pass to cross street here and get plucked by bad drivers. Good pedestrian behavior is to cross at light controlled intersections here. Not mid block. Does not need to be “like all other sidewalks downtown” here, because a minor change in grade going up where Hammond building is getting removed is variety of our terrain.

    We should mandate that new buildings near transit stops downtown and on campus have climate-controlled lobbys for transit riders open 24/7. This is not a replacement for shelters on the street, since riders will want to wait outside a few mins before their bus arrives to make sure they don't miss it.

    A median here would stop cars from passing buses at these bus stops. There is a crosswalk at Logan Ave which creates the potential for a car passing a bus to crash into someone in the crosswalk.

    We should allow contraflow biking and ban through traffic on Calder Alley today, rather than waiting years for after it is reconstructed.

    I sincerely hope that the fence obstructing pedestrians being installed on Atherton St will not force the removal or moving of this bus stop. It is the only bus stop in downtown for some routes, and any move will make access to transit less convenient.

    Often this bus stop is not cleared of snow. We should ensure the space between the road and the sidewalk is clear of snow at all bus stops; especially this one.

    These bike lanes should be protected. Since the vehicle lanes are already 10ft wide, protection could come from raising the bike lanes half way or all the way to sidewalk level, with a vertical curb between them and the vehicle lanes.

    We need a barrier on the center lane here to stop cars from passing buses here. There is a crossing right after the bus stop, so a car going around a bus could easily crash into someone crossing.

    Transit signal priority on College/Beaver should take White Loops (highest ridership route at CATA) going south on Burrowes across College and turning onto Beaver into account

    This data (p58 of the report) suggests > 80% of White Loops have to wait on average over 40 seconds at both College and Beaver: http://jamesgraef.com/projects/cata-operations

    We should work toward moving the Red Link to this alignment rather than White Course Dr, so it can serve West Campus and the West End with frequent transit service, rather than West Campus and the golf course.

    Bring back the CATA bus stop here. The reason it was removed was a fear of mid-block crossings from the Standard. There are no staircases/elevators from the Standard facing College Ave. In any case, we should create a safe mid-block crossing rather than inconveniencing transit users on both sides of the street.
